Puff the Pop up Dragon

I've just bought Puff the Pop up Dragon from the ELC, but it is very hard to get the flags into the turret - is mine faulty or are they like this?

Have you pushed the Dragon down hard in the turrent? Should click. Then should be easy.

If not, tis faulty
