19m old got blisters on the side of both toes? one is a water blister....

what could it be? We walked on the beach on Saturday early evening if thats any cause? and since yesterday she had been checking underneath her feet. At first thought it was chicken pox as my dd1 had them but i know they start on the torso before they spread which dd2 doesnt have any on hers.
