how to give nasosal to unwilling toddler

my little one got non runny completely blocked nose

and so ill from fever so want to alleviate this blocked nose..but no way will he let me put drops...help!!!

can you put karvol/olbas oil on a hanky or put some in a bowl of hot water and let the vapours clear his nose? What about a vaporiser which uses vapours as well? Run the bath/shower and sit in the steam with him.
