nearly four and not much hair!

My dd will be four next month.She has very fine hair and it is fairly curly,but it seems really short! it grows very slowly and the curl accounts for some of the lack of length but it is loads shorter than all her friends hair and I have never cut it.Is this odd? is she lacking in something?

my sister had short hair until about 7-8 and it started to grow but she was never able to grow hair long until puberty it just didnt grow past shoulders

even now she can grow it long always has it short habit i guess
