No signs of puberty in 13 year old boy

Is it still normal at this age?

Tbh if he was my youngest or only child I wouldn't be worried but he has a 12 year old brother who has got taller, has hairs, a couple of spots and his voice is breaking. 13 year old has always been tall for his age and has been quite a bit taller than my 12 year old but they have been the same height for a while now and when I did the back to school photo this morning I noticed that my 12 year old is now taller. Is this normal?

Nothing to worry about. It is quite normal in Year 7 - 9 to see boys that are still pre-puberty and some that are clearly not.

Nothing to worry about, my DS was the same although he's short for his age. Shortly after his 14th birthday his shoulder's broadened, and he got a mustache (though it was quite hard to see at first as he has fair hair) and hair in other places.
