Could this rash on my one year old be heat rash?

My daughter has this rash on her torso and upper thighs. It started the day before yesterday but has worsened. She's not got a temp but us very irritable on and off. Is it just heat rash? She's 1 year old

Looks like heat rash to me. My kids get it every summer
