Dry skin on 1 month old including eyes

What would you do or use for dry skin which is also on the corner of the eye lids of a young baby? He does not have eczema currently but there are family members who do.

We used coconut oil and Vaseline. Her skin was dry but never broken. She also had dry skin on an eyelid but we have never touched it. We just keep it clean at bath times. We limit bathing to 2-3 times per week.
