Best moisturiser for dry toddler skin

My LO is nearly two. Delicate skin but currently no eczema and I would like to prevent that if I can (I am moderately prone to dermatitis). LO's skin is getting very dry and scaly on their arms and they are starting to scratch. The only unperfumed cream in the house is Double base. Any recommendations?

Epaderm cream was recommended to us by dermatology. Avoid anything with ‘food’ in it like Aveeno (oat based) and coconut oil etc - there is a link between using these moisturisers on eczema prone skin and the development of food allergy to said ingredients.
