One-year-old with temperature and foot rash, could this be hand, foot and mouth?

My one year old has been off her food last 24hrs, spiked a temp of 38.5 this morning and have now noticed this on her foot. No others anywhere else and can't see anything in her mouth, not that she let's me look very well. Is this more excema/dermatitis or more pointing towards hfm?

looks A bit like it. My youngest had it several times. Quite often the obvious rash would come out once he was over the worst and the fever had passed
