Toddler rash appeared, red belly button. Is it milk allergy again?

Planning on phoning GP tomorrow but unsure if something health visitor can help with, as Mondays are always iffy for apps. I guess in meantime could do with some opinions (ie cause possibly been there..)

My toddler is 2 years old, when she was first born had a milk allergy but eventually got onto cows milk, shes took for a year and other dairy. No issues like how it would previously upset her stomach etc.

A few weeks back we stopped her milk at night as few nights she was being sick afterwards (fine through day with other dairy products but think was more likely something else) as like said fine for over year with no sickness and lots of sick! I still feel torn on stopping as its nice comfort!

She has for a few months also had a obession with her belly button (putting finger into it) its not normally red but today noticed this has appeared (in photo) I googled before and seems its common (picking etc) but concerned over the red part now.
if we tell her to stop picking/touching she does it more (this was before red part but can understand now if she does..just want to prevent in future)

does rash look like milk allergy type? She is also on a medication for her immune but feeling we were out for ice cream and she had some other dairy…within 10 mins
as said will phone gp tomorrow as know this does not replace medical advice feeling likely need some cream or something!
also red rash does keep appearing on face kind of like on tummy (as shown) but this on tummy is new today!
