Dry bumpy toddler skin in winter? Help (pictures)

Hi everyone

Can anyone recommend a cream for my toddlers skin in winter please? He always gets super dry skin come winter time that gets bumpy and I assume itchy as he itches it occasionally if it's really dry.
It's fine in summer time! Just really dry and bumpy every winter.

I've tried child's farm the daily lotion and the oatderma one and they help a tiny bit but not much.

My 2 year old is the same! I'm using Human and Kind family remedy cream but no improvement yet, though it's only been a few days.

My son was like it last year too, so it's definitely the cold weather but trial and error with lotions I suppose x

My daughter gets this, I put her in the bath with Tesco oat and lavender every couple of days.
