Whitehead on one year old's scalp that isn't going away

About a month ago my 11 month old son developed a whitehead on his scalp that isn't going away (and also doesn't seem to be changing). Google searches all come back to cradle cap, which it isn't, or a hormone imbalance causing acne but I would expect him to have developed more if that was the case. Just wondering if anyone else has experienced this and has any clue what it could be?

I'd have squeezed it by now. Ds had one and the gp kind of rubbed it a bit and told me not to pop it in a way that definitely said pop it when you get home (she's obviously a spit er like me). When I got him home I barely touched it and it popped. Very satisfying.

I have tried gently squeezing it but no luck and I don't want to squeeze too hard and hurt him! I'll keep an eye on it for now...
