Painful skin rash-like on leg joint

Hi guys, my 5-year old daughter has this rash on her leg. I'm not sure what it is or what to do? The white stuff in the picture is cream that I've applied (Cetraben). Hopefully that works but I'm thinking Sudocrem?

I'd take her to see the GP if you can get an appointment. Could be eczema given where it is and she might need something prescribed to treat it. Is it itchy / sore?
