23 month old will not drink anything but milk! Constipated

Hi, looking for some advice!
My 23 month old daughter has been constipated and following pharmacists advice we tried lactulose which helped but once we stopped constipated again and there was blood when the poo was hard so I spoke to the doctor and she is now on movicol.
I give her fibre foods, she is very active but she barely drinks her water throughout the day which worries me, I have tried squash and smoothies and she doesn't like it! She loves her milk but I'm worried that will make her more constipated so I only give her it before bed and sometimes before nap time and then I will water it down if she has a nap time bottle on the pharmacists advice.
If anyone has any advice on how to get her to drink more in the day I would be so grateful!

Let her drink as much milk as she likes. lollies are good too. Let her play with water, especially tea sets and put a tea set in the bath and let her drink bath water if she wants to. Give P foods, prunes, pears and peaches.

How long has it been going on for? She May need some movicol from the GP.

Milk isn't constipating it is nearly all water. Ah beds plenty of vegetables, whole grain cereal for breakfast and lots to drink which could be milk.
