Toddler smegma - not sure if it's ok

The title says really - 2.5yo DS has a couple of firm flat lumps of smegma under his foreskin, and they just seem to be building up and getting bigger.
One side's lump is nearly 1cm in diameter, the other side much smaller.

His foreskin doesn't retract, so there's nothing I can do to clean it, plus I've always heard that you shouldn't try to retract them or clean them before puberty/or they do it themselves.
His 5yo brother has been pulling his back for ages but his was never as tight as DS2s.

Wondering if it's an issue for the Doc, or just wait and see if it resolves itself as he gets older?

My son had a similar issue-GP advised he try to retract his foreskin every time he had a bath. This gently stretched it over time and worked a treat.
