Scared of dentist but needs tooth removed

My daughter is 15 and has one remaining baby tooth which needs to be removed before she can have braces fitted, but this tooth is not coming out on its own! She's absolutely terrified and we have visited the dentist several times to have the tooth removed but she's so scared. I asked about a referral for extraction under general a anaesthetic but was told that this not an option as its a baby tooth. Where do I go from here, I did enquire about a private dentist locally but they only offer sedation to adults. I really don't know what to do now as she said tooth is bothering her and she wants it out

Our NHS dentist refers children to another dentist (also NHS) for sedation. What area are in you in? Maybe ask on a local Facebook group, maybe there is one locally

He also has one out under general too. I would get a second opinion
