Toddlers face swells in the heat

My 2yo ds face goes really puffy and sometimes blotchy in the heat .

It started last summer and I thought he may be allergic to sun cream so I've tried a few different ones but it always happens.

I actually think it's the heat itself . Why would heat do this to him ? Is it something I should see the GP about?

It does sound like an allergy. If it was the heat surely when he's hot and bothered from running round paying it would happen?
