can pollen cause eczema? how to treat?

Dd (8) has had a sudden recurrence of eczema inside her elbows which has coincided exactly with the onset of my itchy hay fever eyes. I always assumed it was heat and suncream which brought on her summer rash, but now I'm wondering if it could be pollen (it's not terribly hot here and suncream not been used yet). Is it likely?
if so, how best to treat and/or prevent? I know it sounds mad but we currently apply plain Nivea cream as she says this works best. Do we just continue with this (provides symptomatic relief if nothing else)?
