Eczema or hives? genital region

Hi, my son is under a dermatologist for quite severe eczema and has steroid creams to treat. He never had eczema in his groin area but the past week Kr so he has started getting itchy and inflamed down there.
He had allergy tests about six weeks ago and I've called the hospital a few times for his results. All the Dr's receptionist said to me is 'yes, it seems he has food allergies, the Dr will write to you' but I've heard nothing in writing so have no idea 'what' they are.

His elder sister has numerous food allergies and has, in the past had hives in the groin area as a reaction. I'm just wondering if it is more likely to be eczema or hives in the area?
Also wondering if I can use the steroid cream down there or not (Eumovate)

Update. Dr finally called back. He has peanut allergy but others are fine (phew!)
She said I can use the steroid creams down there also.
