baby's skin raw under chin - how to treat ?

Baby is 15wks and breastfed apart from 1 bottle formula per day (at varying time). The last couple of weeks she has developed eczema on her joint. I think it may also be the cause of the redness on her throat. However, could it be caused by the formula she dribbles? I use one of those tommee tippee bibs with the padded neck bit. The skin is dry and peely and sudocrem doesn't seem to help. Any suggestions for cause or treatment pls?
ps, the formula is Hipp combiotic powder.

Is it just milk getting trapped under her chin? Because DD2 is like this and DS2 was as well.

I just rub a finger under with baby soap every day during bath time to really give it a good wash and rub some Vaseline under there after they finish their bath. It keeps it in check.

Bibs won't really help because the milk gets trapped in the folds of skin right under the chin.
