3 year old boy with sore, red penis... Advise needed

Just over a week ago my 3 year old was complaining his willy was sore, when I checked the area under his penis was bleeding, I assumed maybe he had scratched it so have him a warm bath and I had some diprobase (not sure if that's spelt right) which we use for his dry skin! It seemed to be getting better and although he was saying it was sore it wasn't hurting too much! However tonight he's woken up crying saying it's really painful! He's not caught it again, it's not bleeding but it is red and seems swollen, doesn't seem to hurt to touch (other than the red bits!) and I will take him to the doctor tomorrow as maybe it need proper antibiotic cream but am I missing something? Could it be something I've not thought of?

Could be balanitis..very common skin infection in wee boys..GP will give antibiotic cream which should sort it right out.

I just googled it and it seems that's more about the head of penis and the foreskin, this is kind of more at the base of the penis and the scrotum, does that make sense? Does look swollen though! He was checked a few weeks ago (he had a poorly tummy which turned out that he was really constipated!) but she said she thought she felt a hernia but when she re-checked she said it wasn't, could that cause this if it was actually there? I know it couldn't have caused the bleeding but maybe he could have scratched up because it was sore? I don't know, probably thinking way too much about it!

I mean similar to balanitis but lower down. I dont think it would be hernia,sounds like skin infection to me. I am not medically qualified though, I'm sure GP will get to bottom of it
