Anti histamines for children - any pharmacists or similar?

DD is atopic, chronic eczema etc. Think she is suffering from hay fever, not a surprise as I do. Have cetirozine for urticaria issues as that was recommended over piriton but question is for hay fever is it best to use the same antihistamine every day? Do they build up or not? Neither seems to be helping (piriton or cetirazine) her runny nose. She recently had adenoids removed and ENT said she was had rhinitic looking membranes in nose. Guess it could be that too.
GP I saw recently was useless and said try different antihistamines and don't use fabric softener (wtf! we've been living with chronic eczema for years and are under dermatologist!). DD is 5 btw. Think I maybe need to see another GP.
