Red rash on chin and lower lip in winter -what is it?

For years I have seen many of the kids in my school developing a distinctive dry pinky red rash under their bottom lips spreading across the chin in winter and cold weather, usually as a result of repeatedly licking their bottom lips (or so it seems). Now I have noticed that DD (2.7) has developed a similar rash and is also licking her lower lip. In addition, she has a patch of the same dry looking pink skin around the outer corner of one eye (a bit like a panda's eye patch). She rubs it and says it is sore.
Does anyone know what this rash might be and how I can treat it?

I don't know but it sounds like the sort of rash that DD1 gets when she eats strawberries and raspberries. She's got it again now.

I'm going to feel a right prick if i've been banning the poor mite from her favourite fruit and all the time it's a reaction to the cold...

On the advice of my BIL who is a dr, I always slap a bit of Doublebase cream on it and it seems to help.

Use weleda baby calendula weather protection balm. Is brilliant.

Oh, thank you, you two. Have now tried Weleda nappy cream as had it to hand, and it seems to be doing the job.
