when can a doctor touch a child's genitals?

My 10 year old son was taken to hospital for examinations after he was assaulted by my ex-partner. He had minor bruising to his shoulders and was taken to the hospital for a check-up by the social worker.

When he returned home, he told me that the doctor examined all of him, including touching his penis and pulling his foreskin, is this normal!?

A child assaulted by an adult (?his father) should always have a full examination, including genitals.

They would be checking him for trauma or sexually transmitted infection which is standard in a child protection examination.
