Steroid inhaler in babies? Or bad cold?

My 11 month old DS has taken at least 2 months to recover from a nasty cold and has a runny nose and persistent wet cough which is particularly bad at night. I took him to the doctor after one month and she was unconcerned and said it can take a while to clear. We then went back after another month and a different doctor has prescribed a steroid inhaler and a bronchodilator but i am concerned about whether this is necessary.

DS was fit and healthy prior to this cold. I'm not a fan of unnecessary antibiotics either but I had expected them at this point but this sudden switch from 'he's fine kids take a while to clear a cold' to prescribing inhalers has me really worried about giving them to him. He does fit the profile in that he has a milk allergy and eczema but he has no milk now and his eczema completely disappeared. Am i being overly worried about giving him the steroid inhaler?
