Book about a bear who didn't smile?

I wonder if anyone can help.... i had a book when I was a child (90s although it might have been much older) about a teddy bear in a shop. He had the biggest bow and the nicest fur but no one ever picked him because he didn't smile. So he ran away and went on an adventure and tore his bow and ruined his fur but when he went back to the shop a little boy picked him off the shelf and his mum was confused but the boy said it was because he had the biggest smile......

Does anyone remember it or what it was called please?

Sounds a bit like Corduroy but some details are different. What was the book?

It was called What a Teddy Bear Needs! I loved it so much when I was little - I found it on Amazon used so ordered a copy.
