I've been reading the spooks apprentice series by Joseph Delaney and gave a copy to my friends dd for her 10th birthday. She is enjoying it and says its pretty scary

The Goosebumps series of books are scary books aimed at children, DNephew (11 years old) reads them.

He might enjoy M R James' short ghost stories. Brilliantly creepy but written long enough ago that they don't have anything in them unsuitable for a ten year old.

The Dead/The Fear/The Enemy series by Charlie Higson.

Ds didn't read them until age 12 ish but we met Charlie Higson who said he wrote them for his own children who loved them the scarier the better from about age 9!
