I don't have a 9 yr old but am thinking back to what I read at that age (an avid reader).
Eva Ibbotson's books - she did some younger ones and a young teen type which have more romance in but are very funny and well written. Something like A Countess Below Stairs.
Michelle Magorian - she of Goodnight Mr Tom fame did some great books including A Little Love Song (addresses teen pregnancy/sex in a non-graphic and sensible way).
If she likes Famous Five then Malcolm Saville's Lone Pine series is sure to go down well (and the books are better written than EB's).
Action Adventures such as John Buchan's 39 Steps.
School stories - Chalet School series, Dimsie series, Trebizon series and Elsie Oxenham's books about The Abbey. Some of these are quite hard to obtain but some paperbacks can still be bought on-line and found in second hand shops.
Classics such as: Daddy Long Legs and Dear Enemy; LM Montgomery's Emily of New Moon and Anne of Green Gable books; LM Alcott's Little Women series plus Old Fashioned Girl, Eight Cousins and Rose in Bloom.
I was reading some Austen at this point too, also Bronte sister but was too immature to understand and appreciate the latter.
If you want vampires etc then I haven't got a clue, sorry.
