Can anyone remember a childrens book about a bear?

Hi book folks

I am trying hard to remember the title and author of a book I loved as a kid.

It was a slim paperback with chapters and b/w line drawings. It was all about a bear who lived in a basement (I think). He wears a tweed hat. All the other characters are human (well apart from a horse and a cat?)
The chapter I remember involved him spring cleaning his home and parking his stuff outside the door whilst he mops the floor only to discover that all his stuff has been loaded up on to the rag and bone mans cart.
So he has to try to get his stuff back!
The cart is pulled by a horse..........

And I cant remember anymore than that!
Except that I think the bears name was Albert?

I would love to find a copy of it to read to dd and ds.

I forgot to say - it was set in about 1900/1910
The bear is a batchelor and likes to think of himself as distinguished

Book definately written pre 1980

It feels vaguely familiar but I can't think what exactly.

Which is no help at all but I have used this website to find out the title of a book and someone replied within about 20 minutes.

This looks like one in the series. They look like they are out of print but you can buy second hand copies. Not sure if this is the story/bear you remember though?? Smile
