EYFS - gov't response to petition

Just looking at the government's response to the OpenEye petition on EYFS, and I am a bit confused:

"The only statutory requirement to write anything down is that practitioners must complete an EYFS Profile for each child in the year in which they turn five ? reception class at primary school for most children. "

So what's all this about monthly observations, written risk assessments and the such? I'll just refer my Ofsted inspector to the Downing Street website!
