My sister knows someone who wants to be an au pair in UK - advice please.I

I know almost nothing, 23 yr old, at least trilingual French, German, English, she comes from Madagascar, has lived in Belgium for 1 year. What should she do to come to UK to be an au pair? Any advice? Thanks.

What Nationality is she? Does she only hold a passport from Madagascar, or does she have something else?
From November, UK switches to Tier5 Youth Mobility Scheme, so I suspect she would need to enter under that scheme. As yet there is not a list of eligible nationalities for Tier5 Youth Mobility Scheme.
