Informal school pickup?

If a part-time worker or SAHM picked up a friend's kids from school along with her own and checked they didn't throttle each other for an hour or two till their mother finished work and collected them, does it need to be on a formal CM footing?

Is it the time spent in the carer's charge that determines if she needs to be registered as a CM? Or is it the payment factor?

under 2 hours a day is ok and you can be paid for that
