I need NEG information - where do I get it from, have googled & failed!

When are they proposing to increase the hours to 15 per week??? Where can I get this type of up to date information from. I need this info from the providers point of view, the pre-school doesn't seem to have a clue and their paperwork is in need of a sort out to say the least!
