Registration of Childcare Providers from September 2008

Ofsted have now officially published the Registration of Childcare Providers from September 2008 (Ref: 080043) guide.
"Ofsted will be using two new childcare provider registers from September 2008. This document introduces them, explains the new arrangements for registration and highlights exemptions to registration."

I've just spotted this little gem, which is either something Ofsted have got wrong, or will cause big issues for anyone who does babysitting.

From 1 September 2008 you are exempt from compulsory registration if you:
provide care only between the hours of 6pm and 2am on domestic premises (baby sitting arrangements). Domestic premises can be your own home or someone else?s home, but not the home of the parents of the child.

It's that last little bit which is the problem. Babysitting in my view takes place at the child's own home. So IS the home of the parents of the child.

So do I have this right? I can care for a child at my home between 6pm and 2am, I can care for a child at some other strangers home, but I can't actually care for a child at the child's home. Is that how you read this? Or do I have this wrong?
