How easy to register as an early years provider?

My childminder currently doesn't accept early years funding.
Not sure why, but she just doesn't.
Is it complicated to become one? Is there a reason she won't? What processes do you have to do to register? Is it faff?

Hoping i can sway her in light of the new budget suggestion... as it will save us £££.

So trying to gather info in advance of asking her again and hopefully pointing her in the right direction to register...

When the government commissioned studies into the funding the figure their advisors said would be the minimum to maintain sustainability in the sector was almost twice what the government actually paid. They always knew they were underfunding. Our LA commissioned a company to come up with ideas to help us financially. The ideas included.....
All staff from managers down to be paid minimum wage.
Increase prices to under 3 s to make up the shortfall.
Ask for parents to do volunteer work in the office, cleaning etc.
Take in ironing....yep really
Charge to teach additional subjects like languages, dance or sport .....yes that's why so many nurseries teach French....
