I once got two big cardboard boxes (just wine box size +) and sort of split them and taped them together to make a sort of boat shape, put a mast inside. First they sit aND PLAY IN IT, THEN TAKE IT IN THE GARDEN and splodge it with loads of paint, let it dry, play some more. Then my dd made some binoculars out of toilet rolls and stuck feathers on them. Make a mast for it. The fun thing is you can do it over a couple of days, and just let their imaginations lead the way. We made a sea monster too. The big thing with this age I think is that most craft activities, however appealing, will only last a few minutes and take ages to clear up...but are fun anyway!

Pirate Hats (goes well with making a boat for playing in outdoors)

Binoculars (kitchen roll cut in two, stick together, decorate)

Decorate a paper plate

Cutting - 2 year old I care for just loves to cut up pieces of stuff. You may find 4 year old has enough patience to do a small (note the small) collage, perhaps using pictures, or just shapes.

Children of this age I care for love to do Cooking... not craft I know, but thought I'd mention it. They love stirring, kneading and rolling out. So dough recipes can be good. Scones are popular, plus they can be savoury.

Make a scrap book. We use old magazines and make each page a different topic. Animals with 4 legs, animals with 2 legs, colours, numbers, people, babies, etc etc. We also use a lot of craft foam, mostly the self sticking stuff. There's plenty to choose from at Hobby craft atmand someone on here earlier told me its all half price atm!
