Sure everyone remembers the debacle in 2009 when two police officers were told off for looking after each other's children... does anyone know the current rules?

The Ofsted rules about registering on their website still don't seem too clear.

...that says at the time Ed Balls instructed Ofsted that as long as no money changes hands they could not enforce anything, but I can't find any other source that confirms this and don't want to trust a newspaper!

The Childcare (Exemption from Registration) (Amendment) Order 2010 - this is the bit that includes about Friends.
The Childcare (Exemption from Registration) (Amendment) Order 2011 - adds foster parents.
