childminder club- vouchers

Im confused. I thought I could take vouchers as long as I had registered with the company providing the vouchers but on a different thread it said cms can only take vouchers if they are accredited. Why is that? Seems a little unfair?

Different sots of vouchers

Nursery Vouchers are for accredited C/Mers providing Nursery Education

Payment and work vouchers for any registered C/Mer who takes them
