Does anyone know about childcare vouchers?

Is it correct that a step parent or unmarried new partner of the mother cannot get childcare vouchers for the child if they have not applied to get parental responsibility and signed an agreement for it?

Also theoretically can more than 2 people get childcare vouchers for the same children. I read somewhere they have no name on them so if a third or fourth person also had parental responsibility would they be able to get them as well?

That intrigued me, so I googled it and found this:

HMRC Leaflet

"The child must be:
? your child
? your stepchild, or
? a child who lives with you and for whom you have
parental responsibility.
Parental responsibility means that you have the same legal rights,
duties, powers, responsibilities and authority as a parent for the
child and the child?s property."

So it sounds as though just being a step parent would give you the ability to use the vouchers, because it is a different category to having parental responsibility.

So DP can't get them for DS unless we get married? As far as I am aware DP can't apply for parental responsibility unless we are married.

I get 2 childcare vouchers from non married parents for 1 child.

Is the child both of theirs though? DP is not DS' biological father.
