Remind me on minimum requirements for a nursery

A friend of mine is changing from being a childminder to being a crèche and afterschool club, which means a Nursery registration.

I'm pretty sure that the manager of a Nursery isn't included in adult:child ratio. That there must be a minimum of 2 staff per room at any given time.

Is that right? What else are minimum requirements?

Not all managers are supernumarary, so they can be included in the ratios. There needs to be a minimum of 2 adults in the whole building during opening hours, not individual rooms.
As an absolute minimum, your friend will need to be familiar with the welfare requirements of the EYFS
here
The best place for advice would be Ofsted and the local education authority.
