We usually have just the birth partner in the theatre (for infection control and in case of an emergency), but I expect your mum could wait outside. I had that recently and I took the babe out asap to see her in the recovery room.

Can't hurt to ask your doctor about it....sometimes it is up to them, sometimes up to hospital policy.

Most will just want one, as reikizen said, but I have been in on a few sections along with partner and one family I was with recently; they were able to have partner and her mother in.

I had my mum & dh with me ... we had to check that the anaesthetist was okay with her being there.
