Early induction/sweep

Hi I've been in slow labour for 10days now (baby number 4) cervix full effaced and 3cm and baby's head 2/5.
I've been back and forth to the hospital with reduced movements, period type pains in my lower abdomen and back and very severe headaches which cause visual disturbances, temporary loss of speech and function in my hands, they are so bad they have been querying strokes, waiting for the neurologist to give me an appointment.
The maternity team have told me when I get the headache I need to go in as it could be the start of preeclampsia which I'm at high risk for as my youngest child is only 10months old.

So I'm 38weeks pregnant and at 36+4 a consultant said she was happy for me to progress and be assisted into full labour as baby is measuring rather big and the headaches have only been for the last 10days since I started contracting. She gave me a bit of a stretch and went off shift and the next midwife sent me home.
I was in hospital again yesterday and they said they can't give me anything other than paracetamol unless I'm admitted for morphine and on bed rest for the next 2 weeks for monitoring.

I've spoken with my GP again today and he says I've got to go to the assessment unit today and demand that something is done, demand a membrane sweep and an induction of labour as I'm already favourable and baby is of good size and it's having a detrimental affect on my mental health and family life and causing more stress and anxiety worrying if I'm going to get preeclampsia or there be an issue with the baby.
I'm wondering if anyone else has done this and how likely it is?
I can't keep going in everytime I get these headache cause it's everyday and I need to be home for my children.
All my other pregnancies were completely normal and last baby was induced at 39weeks for reduced movements.
