If ARM does not work, and unable to use drip, is next step C-section?

And would this be classed as an emergency C-section?

My consultant wants to avoid my uterus over stimulating and as I have quick labours, he would like to go for induction but straight for ARM as soon as I am ready. (rather than use the gel/tablets and risk over stimulating the uterus).

I presume that if ARM does not work, they will be reluctant to use the drip for the same reason. Does this mean straight to C-section or is there other stuff they can try?
