for the record, i also thought i broke my waters on the last two deliveries - though i was deep into labour at the time so slightly different - but by pelvic pushing you can increase the pressure on the waters and make them go (obviously only if they are ready too, bulging etc)

but I don't think you are wrong exactly OP, i think a bit of squeeze can make them go.
