I think my child is being bullied by her teacher

The past few weeks my daughter who is in year 3 has been pretending to be sick to get time off school. I suspected she was being bullied so I asked her what was happening. She eventually told me that she gets shy singing the school hymns in assembly so she doesn’t join in. A teacher made her stand up infront of the whole school and told her off and threatened if she doesn’t join in she will make her sing solo infront of the whole school. She said since that incident she stares at her all the time in assembly even moving her chair to sit by my daughters row. My daughter is an extremely anxious and quiet child but very popular with most teachers as she is clever and kind to all her classmates. Surely this isn’t right and just a little bit strange why would she care so much?
