Getting help for teen who refuses help

My DS14 seems to have depression or another mental health issue, demonstrated by a range of symptoms including risky behaviour.

He admits there is a problem, his girlfriend and friends think there's a problem and so do we. But he says he won't talk to anyone even if I get him an appointment.

Could anyone please advise if I should start with asking the GP for advice, or should I go straight to an organisation like Young Minds?
