confused by this historic issue and trying to understand

My SIL is pleasant but there's a back story that my dh doesn't understand and, if I'm honest, neither do I. When she was 15 and dh was 17 she was put into hospital on a ward for children with disorders like anorexia and schizophrenia. She maintains that she doesn't know why she was there and DH doesn't know either.
She says it wasn't ever explained to her and when she was there the only kind of ' treatment' was talking to occupational therapists. She wasn't allowed to leave except to go home for the occasional weekend and if she went out for a walk without telling them then she had to stay in her pyjamas and her clothes were locked away. Because of it she missed the last six months of school and failed her exams and has since floated from one low paid job to the next and hasn't had any children. She's NC with their parents and Dh barely sees them.
I don't understand why it happened without her knowing why. She has had mental health issues in the past but they all started during or after her time then as she struggled with anxiety, depression and low self esteem but she's lovely and deserves better. Were the 1980s really that grim for child welfare ?
