Getting an ADHD diagnosis

Hi everyone, just wondering if anyone has any advice or has been in a similar situation?
I am almost positive that my son has ADHD and possibly other mental health issues.
He is 6 and in year 1 at school. I have had many meetings with his teachers since he was in pre school there. All teachers have agreed that he has issues, and yet none have taken in any further. I have finally met with the family liaison officer, who assured me that the senco would observe him and write a report. But I had to see a doctor to get a referral.
I have been to the doctors twice now who tell me that the school can refer and they won't do anything. The school tell me the doctor needs refer.
I feel like I'm just being passed from pillar to post and in the process my son is being seriously let down in all of this.
He needs help, and I need help and I'm getting nowhere.
Anyone know where I should turn?

It would make more sense for school to refer as they have the most contact with your child and can include reports such as behavioural reports and any observations along with the referral to CAMHS or your local neurodevelopmental team (depending on who does the ADHD assessments in your area).
