Registering to buy chicken food.

I've kept chickens for about 12 years now & in the last 12 months, I've been asked for my name & address from our local farmstores, but not if I buy chicken food from a pet shop.
What has changed & why don't I have to give my details at a pet shop?

All shops that I've bought chicken food from ask for name and address, I believe it's the same as buying any food for livestock, as opposed to pets. Perhaps a pet shop doesn't have to for that reason?
