Why do so many drivers still hold and use a phone while driving?

I notice a large percentage of drivers still illegally "holding and using" mobile phones whilst driving.

(For clarity, you are allowed to touch and use a phone when it's secured in a holder, or handsfree, it's holding and using that is illegal)

It’s illegal to hold a phone or a sat nav while driving - you'll get penalty points, a fine and can be banned from driving.

Many thanks for your responses and interesting to note that while 12% admit to "holding while using", no one appears to justify their actions.

I hope more people are encouraged to challenge people when they see it happening.

Because there’s no enforcement of laws anymore.

The police are damned if they do and damned if they don’t. They hold an operation concentrating on traffic offences and receive grief about the motorist being an easy target or alternatively asked, what about the rapists and murderers. Drivers are stopped every day using their phones whilst driving but the issue is so prevalent that they can’t stop everyone.

There is no justification for using your phone whilst driving. Ever.
It's stupid, and dangerous.
